ITA-NG-001standard provides that the qualification of NDT Level 1 and 2 personnel, may be performed by the training centers (CAE), suitably qualified by the Italian Aerospace Committee for Non Destructive Testing (ITANDTB).A CAE is therefore an independent organization, formally authorized by the Employer and approved by ITANDTB as “Training and Examination Center” (CAE) to mainly perform personnel training activities, conducting and evaluating the qualification exams of the NDT Level 1 and 2.
The qualification requirements of non-destructive testing personnel are given in the standard EN4179 (which is the european equivalent of the american Standard NAS 410).
This rule establishes four levels of certification (Level 1 Limited, Level 1, Level 2, Level 3) and as many levels of qualification (Apprentice, auditor, Examiner, instructor).
For each level, the standard identifies skills, knowledge, tasks and responsibilities that can be summarised as follows:
Level 1 Limited: Level 1 limited is a Level 1 to which only part of the tasks of a level 1 are entrusted. For example, a limited level 1 is an individual who is in charge of processing a single part number or performing only part of the quality checks.
Levels 1: All Levels 1shall be able to follow work instructions; have the skills and knowledge to process parts, document results and perform equipment standardization in accordance with approved work instructions; have the skills and knowledge to carry out any necessary preparation of parts before or after inspection in accordance with approved work instructions; have the skills and knowledge to perform quality control checks and system performance checks in accordance with the applicable procedures; receive guidance or supervision from a certified Level 2 or Level 3 when prescribed by this document and when necessary; shall not perform interpretations and evaluations or any acceptance/rejection.
Levels 2: All levels 2 shall have the skills and knowledge to set up and standardize equipment, process parts, interpret and evaluate results for acceptance or rejection, and document results; be thoroughly familiar with the scope and limitations of the Techniques/Method; have the skills and knowledge to perform quality checks and system performance checks in accordance with the applicable procedures; be capable of providing the necessary guidance and/or supervision to trainees and Level 1 personnel; be familiar with the codes, standards, and other contractual documents that control the Method and Techniques as used by the Company; when approved by L3R and according to this document, be capable of developing work instructions (to be approved by L3); have a basic knowledge of relevant product manufacturing and inspection technology; have a basic knowledge of aircraft and vehicle maintenance; have a basic knowledge of aircraft.
Levels 3: Levels 3 shall have the skills and knowledge to interpret codes, standards, and other contractual documents that control the NDT Methods; be capable of assuming technical responsibility for the NDT process (procedures, facility and personnel); be capable of selecting the Method and Technique for a specific inspection; be capable of preparing and verifying the adequacy of procedures and work instructions; approve NDT procedures and work instructions for technical adequacy; have a general knowledge of other NDT methods and product manufacturing and inspection technologies used by the Company; have a general knowledge of aircraft or vehicle maintenance; be capable of providing or directing training, examination, and certification of personnel; support L2 in conducting NDT for the acceptance of parts; be capable of auditing outside agencies and companies to ensure all the applicable requirements, including the ones of Customers and this document, are met. The L3 has accountability for identifying and assuring implementation of customer requirements for the following: review of NDT requirements; sequence of NDT operations; NDT procedure development and approval; NDT technique development/review and approval; training of NDT personnel; examination of NDT personnel.
The administration of the training, qualification and certification programs of the NDT personnel is entrusted to the Responsible level 3 (L3R). L3R shall be certified in accordance with NAS410/EN4179 as a L3 in one or more NDT methods and shall have a thorough knowledge of the written instructions, codes, specifications and standards used by the Company. He/she shall also have a thorough knowledge of the materials, components, product technologies, NDT methods and NDT techniques used by the Company.
Integral part of the qualification is a training program, that is, a plan of activity aimed at realizing the knowledge and the skill necessary for the qualification according to a document also called “written practice”. In general, training is a combination of self-teaching training, classroom training (theoretical and practical) and on job training. The following are examples of the requirements in terms of training hours in the classroom for levels 1 and 2 in the various methods.
